Draw the center line (top to bottom) using Heavy Goldbrown.
Draw a flame design, and fill it in. I found 3 flames on each side are roughly enough to fill out the shoulder pad but not overwhelm it.
Second layer (and a third, depending on paint thickness).
Draw the center of the fire with Fluorescent Yellow.
Highlight the ends of the flames using Hot Orange.
Draw the demon head. These are the steps:
Of course I frequently go back and forth with black and yellow to straighten the lines or sharpen the teeth.
