Loosely follow this excellent video by the Warhipster, at least for the mount.
Painting
Dilute Nihilakh Oxide as a basecoat for the mount.
Paint the outside skin with 2:1 diluted Coelia Greenshade.
Water down Volupus Pink to contour the muscles.
With no access to Baharroth Blue, I mixed 2:2:1 Jade Green + Turquoise + Grey Seer. I tried drybrushing at first, but didn't really work out, so I watered it down and glazed it on instead. Still a bit darker than in the video.
Dilute Black Templar for the limbs.
Black Legion claws and spines.
Druchii Violet up the legs.
Experiment with something else for the cape. Basecoat 3:1 Blood Angels - Cygor Brown.
Coat Carroburg Crimson.
Recess shade Cygor Brown. Then highlight Scarlet Red and Bloody Red. Not bad.
Skeleton Horde gun and gas mask. Agrax Earthshade parchment and bedroll. Wyldwood leathers on the mount.
Paint the feather Aeldari Emerald, then while still wet, paint the middle Volupus Pink.
Paint the metallics:
- Dark metal armor
- pick out the gold lines Polished Gold
- metallic buckles and other details
Then the rest of the details:
- Light leather gear on the rider
- medium skintone
- various technical gem paints for the lenses
- Pallid Wych Flesh (2:1 Off White + Stonewall Grey) highlight parchments, gas mask, all of the mount's skin and muscles
- Warpfiend Grey (2:1 Cold Grey + Heavy Violet) highlight all the mount's black legs
- Thunderhawk Blue (2:2:1 Turquoise + Cold Grey + Black) highlight the hooves and claws
- Cold Grey any other black details e.g. the gas mask hose
- Sigvald Burgundy clothes, then Pink Horror (Warlord Purple + Bonewhite) highlights
- Khaki on Wyldwood
- same Baharroth Blue mix approximation on the feather
- Dark leather boots
Rugged wasteland base with Bone skulls and Brass cartridges strewn around.
