Fill out the base about half-and-half with a solid terrain paste and a crackle paint. Blend them where they meet. If you prime the miniature a light color, do this before priming.
After the mini is painted, coat the ground white. This may take several layers.

Coat the crackle paint Pylar Glacier. Coat the paste Frostheart.
Heavy white drybrush.
Spray varnish at this point.
Apply patches of snow.
